The original RE2 sold prolly close to double of what FF6 sold if not more, plus we're in an era where people much prefer action oriented games over RPGs. Besides, remaking RE2 takes a LOT less time and resources than an entire RPG. Just the cutscenes and voice acting alone from an full blown FF6 remake would prolly cover the cost of the RE2 remake.
